Riding Legal in Texas: Helmets, Lane Rules, and Registration

Helmet law: riders under 21 must wear a DOT-compliant helmet, no exceptions. Riders 21 and over may ride without one only if they have completed an approved motorcycle safety course or carry health insurance that covers motorcycle accident injuries. Police cannot stop you solely to check, but the requirement is real.

Lane splitting and filtering: illegal in Texas. A 2021 law explicitly prohibits passing between lanes, moving or stopped.

License: you need a Class M license from Texas DPS, which requires completing an approved motorcycle safety course.

Registration: motorcycles register through your county tax assessor-collector with proof of insurance meeting 30/60/25 (verified via TexasSure) and registration fees. The 2025 inspection change applies to motorcycles too: no more annual safety inspection for most non-commercial vehicles, replaced by a small fee, with emissions testing not applicable to motorcycles.
